TWG working to resolve NSPS to GS transition concerns

The Air Force District of Washington Transition Working Group held their weekly meeting Aug. 26. The TWG was established to resolve concerns from AFDW Directors in behalf of National Security Personnel System employees that transitioned to General Service.

The focus of the meeting was on reviewing and implementing the Aug. 23, Classification Review Memorandum.

"The memorandum establishes guidelines and procedures for AFDW civilian employees when creating position descriptions, it ensures consistency and qualitative reviews of all Headquarters Air Force District of Washington position descriptions prior to submission," said Lt. Col. William Brinley, AFDW deputy director for personnel, manpower and services. "The memo requires supervisors and managers to review and ensure that position descriptions cover all duties assigned and performed."

The Classification Review memorandum also includes a checklist of what must be submitted by supervisors to classifiers when requesting personnel actions. The memo also appointed Shelia Relerford, HQ AFDW human resource advisor, as the primary contact for all request for personnel actions, reviews, and classifications actions.

The TWG reviewed and provided guidance on several position descriptions. Ms. Relerford used the position descriptions to explain how the classification process works.

Supervisors and directors are reminded that they have a role in the TWG by ensuring their representatives are provided the concerns and issues needing to be addressed by the TWG.

These modules provide an overview of the pay structure, discuss benefits and entitlements, explain how jobs are classified, outline the more common awards and incentive programs available to GS employees, and provide detailed information about the conversion process, including information on how an employee's pay will be determined.

By law, employees will not lose pay upon conversion. These general guidelines will be followed when determining an employee's pay. If the employee's current pay:

- Fits within the rate range of the appropriate grade to which the employee is assigned, the employee will be placed at a step that equals or exceeds his existing pay.

- Is below the rate range for the appropriate GS grade to which the employee is assigned, the employee will be placed on the first step of the GS grade upon conversion out.

- Is above the rate range for the appropriate GS grade to which the employee is assigned, the employee will be placed on pay retention to ensure he/she does not suffer any decrease in or loss of pay upon conversion.
