HQ Air Force District of Washington Third Quarter Award winners announced

Col. Phillip Gibbons, AFDW vice commander, recognized the HQ, AFDW 3rd Quarter Awards winners who distinguished themselves through personal and professional achievements during an awards ceremony and luncheon held at The Club on Andrews AFB, Md., Oct. 20.

HQ AFDW outstanding performers for the Third Quarter are:

Airman 1st Class Lizzie M. Gonzalez, a Manpower, Personnel Training, and Assignments specialist AFDW/A1, was awarded Airman of the Quarter. She revamped the Air Force Advisor Officer Performance Report process by eliminated unnecessary steps and slashed overall processing time by 25 percent. Airman Gonzalez detected and rectified discrepancies in 82 records prior to the Major Promotion Selection board and reduced discrepancy rate by 90 percent, guaranteeing on-time promotion Selection Board information was accurate for AFDW majors being considered for promotion.

Staff Sgt Tonya L. Barrow of AFDW/A9, earned Noncommissioned Officer of the Quarter for her administrative and resource advisory work. Sergeant Barrow skillfully managed 45 directorate Task Management Taskers with a 100 percent on time completion rate. A meticulous advisor; she reconciled the directorate's $13, 000 spend plan on time, with zero discrepancies. Sgt. Barrows' electronic records management initiatives drove directorate to complete and correct noncompliant items -- directorate now 100 percent ERM trained and zero open write-ups.

Master Sgt. Douglas B. Adams, chief of Military and Travel Pay, AFDW/A8, was recognized as the Senior NCO of the Quarter. Sergeant Adams provided flawless financial management services to more than 45,000 personnel supported by AFDW.
A member of the Air Force Financial Services Transformation operations working group, Sergeant Adams created and redefined guidance for financial mangers' frequently asked questions on the Air Force Portal. Also he personally coordinated more than 200 pay-affecting cases for members, recouping $76,000.

Capt. Ty Christian, chief of the Medical Support Branch, AFDW/PKI, earned Company Grade Officer of the Quarter. Captain Christian expertly led the six person team that supported $142 million and 75 medical facilities projects. These projects impact all Airmen quality of life issues. He oversaw the Air Force Surgeon General's $140 million solicitation requirement for contract support, impacting more than 2 million TRICARE beneficiaries. Captain Christian also led the massive effort to transition more than 150 contracts to first-ever Air force Material Command Enterprise Sourcing Group.

Mr. Brian K. Halston was selected as the Civilian Category II award winner. Mr. Halston is a contracts specialist assigned to AFDW/PKI. He skillfully and flawlessly administered 48 contract actions valued at more than $131 million for HQ Air Force, Secretary of the Air Force, and Air Force Field Operating Agencies. He awarded a $4.9 million, five-year contact for Visual Display System for Intelligence Surveillance and Reconnaissance data project -- critical to coalition forces mission. Mr. Halston processed $435,000 in contract requirements in one day to enable National Capital Region agencies to hire contract personnel to fill all vacancies.

 Mrs. Melissa Rivera-Weedin was selected as the Civilian Category III award winner. Mrs. Reviera-Weedin is a contracts specialist assigned to AFDW PKI. She diligently reviewed $40.8 million medical referral management programs ensuring no schedule slippage, and also expertly analyzed $44 million in acquisition support programs and justified contract costs. Her critical review of unauthorized purchases identified several inconsistencies, saving $12,000 in overpayment.

The AFDW Team of the Quarter Award was presented to the Vendor Pay Team of Financial Management. The team expertly managed 7,000 vendor pay processes worth more than $350 million, and reduced interest by 62 percent saving $68,000 in payments. The Vendor Team performed highly visible, prior-year contracts and unbilled invoices validation, mailed 2,339 letters to government vendors; received vendor responses on more than 500 letters valued at $10.5 million and closed contracts out. They also sustained $1 billion in annual mission critical vendor deliverables and levels oversight and regulation compliance on pay process.

The next HQ AFDW Quarterly Awards luncheon is tentatively scheduled for Jan. 21, at 11 a.m., at The Club on Andrews AFB, Md.
