JUSTIN W. PHILLIPS

Mr. Justin Phillips is the Director of Staff for the Air Force District of Washington, headquartered at Joint Base Andrews, Maryland. AFDW is the Air Force component to the Joint Task Force National Capital Region and is responsible for organizing, training and equipping combat forces for aerospace expeditionary forces, homeland operations, civil support, national special security events and ceremonial events. AFDW also provides major command-level support for more than 33,000 military and civilian personnel assigned worldwide.

Prior to his current position, and before attending Eisenhower School, Mr. Phillips was the Chief of Resource Management for the Air Force Audit Agency. In that capacity, he served as the principal advisor to the Air Force Auditor General in managing AFAA’s financial and human resources. Responsibilities included overseeing planning, formulation, justification and execution of AFAA’s nearly $5M operating budget and directing human capital management for over 600 manpower authorizations, including recruitment, retention, performance management, employee management relations and physical and personnel security. He began his government career with AFAA in 2004. Since then, he has held additional positions at various locations with increased responsibilities to include Auditor at two Air Force major commands, Audit Manager, Executive Officer, Deputy Director and Division Chief. He has extensive experience leading performance audits for space and weapons system acquisitions.
