NSPS conversion to GS quickly approaching for HQ AFDW civilians

HQ AFDW National Security Personnel System employees will convert out of NSPS July 4, 2010.

All actions associated with the termination of NSPSmust be complete within 90 days of the July transition date.

To assist NSPS employees in meeting the established termination date, HQ USAF/A1 has provided information and actions that must be accomplished to ensure a smooth transition.

"The key to a smooth transition from NSPS to General Schedule is information flow. We have been working diligently with AF/A1 to make sure that all the information is passed on to employees as soon as it is available," said Mr. Ryan Ferrell, AFDW director of Manpower and Personnel.  "We have also put together the listing of available GS system training programs to ensure that all supervisors and employees fully understand the changes and how the processes are impacted."

All HQ AFDW NSPS employees must complete the following actions prior to Sept. 30, 2010, to close out the final NSPS appraisal cycle:

- Performance plans must be documented in the Performance Appraisal Application and approved by the higher level reviewer.
- A written interim review must be completed, documented in the PAA and communicated to the employee.
- An early annual recommended rating of record is required for employees who have completed 90 days under an approved performance plan. The recommended rating will become 
   the final appraisal rating of record and will be effective Oct. 1, 2010.

As a reminder, NSPS employees will not be eligible for NSPS performance payout since they will no longer be in NSPS effective to the payout date of Jan. 2, 2011. Employees will be eligible for performance awards for work under the GS system. The new performance period begins upon conversion to GS and will close March 31, 2011.

HQ AFDW will implement a streamlined pay pool process, which eliminates the need for pay panel deliberations to finalize the ratings. This process will reduce the normal pay pool process timeline and should ensure all NSPS performance management actions, to include processing of NSPS administrative rating reconsiderations within 90 days of the transition. The administrative reconsideration process will remain the same under the streamlined approach, IAW DoD 1400.23-M, SC 1940.13.
