YOLANDA B. FELDER

Ms. Yolanda Felder is the Deputy Director of Contracting, Air Force District of Washington, Joint Base Andrews, Maryland. Her responsibilities include senior business and technical leadership within the direct reporting unit for all contract actions, activities, and programs. She also assists in planning and executing the acquisition needs of the National Capital Region as well as providing oversight and guidance and contracting policy. The Air Force District of Washington provides the single Air Force voice and component to the Joint Forces Headquarters-National Capital Region, as well as organizes, trains and equips combat forces for the aerospace expeditionary forces, homeland operations, civil support, national special security events and ceremonial events.

In her previous position, Ms. Felder served as the lead contracting officer for Air Force Special Access Programs, Deputy Assistant Secretary (Contracting), Office of the Assistant Secretary of the Air Force for Acquisition, Washington, D.C. supporting the Air Force Rapid Capabilities Office.  She was the lead contracting officer for selected study, development and fielding activities tasked directly by the Under Secretary of Defense for Acquisition, Technology and Logistics, and Secretary of the Air Force, and the Chief of Staff of the Air Force.

Ms. Yolanda B. Felder entered the federal service in 1998 as a Copper Cap contracting intern at Warner Robins Air Logistics Center. She has served in a variety of roles including leading installation support, aircraft systems acquisition, and headquarters staff activities.
