11/16/2009 - Maj. Gen. Ralph Jodice, Air Force District of Washington commander, pins a 40-year federal career service pin onto the lapel of Norma Lapchak, civilian pay technician since 2001 for the 11th Comptroller Squadron during a brief ceremony at Bolling Air Force Base Nov. 12. Eligibility for career service recognition is based on total years of federal service, including all honorable military service. Ms. Lapchak began her federal service as a clerk typist from 1968-1969 at the Department of Agriculture; then procurement clerk and voucher examiner for the U.S. Government Printing Office from 1969-1974; then procurement clerk, voucher examiner and lead voucher examiner for the Department of the Army from 1974 to 1996; and then procurement technician at Bolling from 1996 to 2001.
